2026 Roll Call of Nations

On April 23th, representatives from 17 embassies, 3 delegations, and 44 ethnic and human rights organizations gathered together with leaders of the Victims of Communism Memorial Foundation for the 19th Annual Roll Call of Nations Wreath Laying Ceremony at the Victims of Communism Memorial on Capitol Hill.

The event began with a prayer delivered by Father Charles Trullols, Director of the Catholic Information Center. Roll Call attendees were then welcomed by VOC’s President and CEO, Dr. Eric Patterson.

This year, VOC was honored to be joined by Ambassador Sam Brownback, the former U.S. Ambassador-at-Large for International Religious Freedom. Amb. Brownback explored how communist regimes seek to control by oppressing those who stand for faith. As Amb. Brownback said, “They are at war with God—a war they will not win.”

Representative Joe Wilson (R-SC), Co-Chair of the Victims of Communism Congressional Caucus, then took the podium to discuss the current communist threats and how the United States can push back. Rep. Wilson ended his remarks by stating that it was an honor to stand before so many witnesses of communism from around the globe.

During the 2026 Roll Call of Nations wreath-laying ceremony, VOC presented the Flame of Liberty Award to the Viet American Foundation for their decades-long commitment to preserving historical truth and advancing freedom as well as democracy in Vietnam. The award was presented by Dr. Elizabeth Edwards Spalding, Chairman of the VOC Board and Founding Director of the Victims of Communism Museum, and accepted by Vi Kha Hoáng.
