VOC Congressional Caucus
History
The Victims of Communism Congressional Caucus is a bipartisan initiative in Congress dedicated to ensuring that the voices of those silenced under communist regimes are never forgotten—and that those still suffering are not ignored. By commemorating the estimated 100 million victims of communism and highlighting ongoing repression in countries such as China, Cuba, Laos, North Korea, and Vietnam, the Caucus connects historical truth with urgent, present-day human rights challenges.
Through legislative initiatives, public remembrance events, and policy engagement, the Caucus works to elevate awareness and understanding of these issues on both a national and global scale. Its efforts are grounded in three core priorities: advancing education to deepen public understanding of the history and consequences of communism, supporting research that preserves accurate records and informs policy, and promoting human rights by drawing attention to the experiences of those living under authoritarian regimes today.
