H.E. Guntis Ulmanis

His Excellency Guntis Ulmanis is a member of the National Advisory Council of the Victims of Communism Memorial Foundation. Ulmanis served as President of Latvia from 1993 to 1999, during which time he focused most on integrating Latvia into international organizations as well as setting up and strengthening cooperation with European and other countries. His most notable accomplishments include the Latvian-Russian agreement on the Russian Army’s withdrawal from Latvia (1994) and the establishment of a commission of historians whose task was to pursue a detailed study of totalitarian regimes and their impact on Latvia.
