Carlos A. Moreno

Carlos A. Moreno is a Venezuelan-born American public official, businessman, and elected Salt Lake County Councilmember representing District 2 in Utah.

As an international student in the United States, Carlos founded Venezuelan Students Abroad, a global movement that mobilized thousands of Venezuelan students across multiple countries to expose human rights violations under Venezuela’s socialist regime. As his leadership gained international visibility, he was publicly accused of treason and conspiracy on national television by the President of the Venezuelan Parliament, forcing him into permanent exile.

Carlos holds a law degree from Rafael Urdaneta University and a specialization in Labor Law from the University of Zulia. He continued his education in the United States at Salt Lake Community College, where he earned associate degrees in Homeland Security & Emergency Management and Political Science and Government. During his academic career, he served two terms as Student Body President and was elected Vice President of the Utah Student Association, representing student body presidents from institutions across the state.

Today, Carlos is recognized as a leading conservative voice in Utah and an advocate for civic engagement, economic opportunity, and constitutional governance. His work emphasizes advancing policies that promote individual liberty, economic mobility, and strong communities grounded in American principles.

Through his role with the Victims of Communism Memorial Foundation, Carlos contributes a unique perspective shaped by lived experience under authoritarianism and a deep commitment to ensuring that the lessons of communism remain central to public discourse, policymaking, and civic education in the United States.
