John C. Whitehead
As Deputy Secretary of State for the Reagan administration, John C. Whitehead helped those fleeing the countries of Eastern Europe from the Soviet Union. As No. 2 at the State Department, Mr. Whitehead worked with the Communist nations of Eastern Europe, offering trade and investment inducements in return for improvements in human rights. In 2011, he was awarded the Victims of Communism Memorial Foundation’s Truman-Reagan Medal of Freedom.
