Victims of Communism Memorial Foundation, Inc. (VOC) is an educational, research, and human rights nonprofit organization devoted to commemorating the more than 100 million victims of communism around the world and to pursuing freedom of those still living under totalitarian regimes. The Foundation was authorized by a unanimous Act of Congress signed as Public Law 103-199 on December 17, 1993, and is nonpartisan. VOC was incorporated on August 31, 1994 in the state of Virginia. Our mission is to educate future generations about the ideology, history, and legacy of communism.
